This is a State intersection which is why the State appears to be funding it and HDOT is ok with it.
Orchidland/130 is also a State intersection, with private developers expected to pay for improvements. Had Shipman offered to pay, the answer might be a little different.

See above: Shipman effectively controls all development in/around Keaau, which effectively makes them the gatekeepers of all development in lower Puna. Shipman has had literally decades to guide development in smarter directions, instead we're still stuck with "one road in/one road out".
Has anyone thought of taking political action such as writing testimony opposing the passage of the state appropriation?
I suggest this battle is pointless unless real alternatives are proposed for serious consideration. That said, I'm surprised the "keepin' it country" contingent isn't stepping up -- perhaps they think this won't affect them.
