I thought excessively noisy exaust was illegal? How did they manage to pass our State's rigid safety inspection system?

lots of drinking too judging by the hundreds of broken beer bottles

Isn't that "public consumption" and/or "littering"? Don't we have "rules and laws" about these things, that "apply to everyone"? If it's all "complaint-driven", did nobody complain?
