Re:Kenoi's transgressions (specifically, the P-card issue), my understanding is that Mayor's P-card usage was not in Lau's portfolio, but rather in the portfolio of Randy Kurohara, who was at the time the deputy managing director (and currently the managing director). However, since Kurohara and Finance Direcor Nancy Crawford both reported to Kenoi, it would appear that they had limited authority to rein in the boss. Fortunately the press was able to bring pressure on the administration, but one unanswered question is who was the source of the press's information? A limited number of people would have had access to the Mayor's p-card bills - Crawford and Kurohara among them. But I digress...
A friend of mine who worked closely with Lau in the County government speaks highly of him and his integrity - and the fact that he resigned his administration position before announcing his mayoral bid speaks well to his character IMO.
