They must be using some strange definition of "coverage area", or maybe they're just making stuff up because they don't feel like doing the work.
ADSL2 has a range of 17500 feet.
Blocks in HA are 1 mile (5280 feet) x 1/3 mile (1760 feet).
1/C to 4/E is therefore ~15840 feet, which means the entire block of 4 between D and E is within range. (The trunk from 1/C does connect to the line on 4, just look at the poles.)
