I don't agree with Opihikao that he is (was) a good man. He was always more a thin skinned and arrogant public employee careerist . He ripped off the County with the most "over time" paid, ever ! He refused to hire a Deputy CD Director for years so he could keep raking it in. The personality change he went through in the '90's was due to massive coronaries... Which while it proved he had a heart, and did improve his disposition, did nothing to improve his preparedness or capacities for governance. He relied on his Deputies, Andy Levin and Billy Kenoi, to manage and run the County while he slouched behind the desk. He resented Billy Kenoi and petulantly ran against him in '12 thinking that as an "Applicant for Mayor" the public would restore him as "the Man". His two losses in 2012, Primary and General, did nothing to diminish his ego. Now as a 77 year old man he wants to "Restore Trust in Government". Well that's like Donald Trump wanting to "Make America Great Again"!
First, HiloPuna, we can agree to disagree that he was/is a good man (I tend to follow Papa's teaching that "there is a little good in every bad man, and a little bad in every good man. No one is perfect"...).
All of this/your statement above is true. No question (during the time frame stated). My comment comes from circa 1950's, e kala mai.
I admire you calling a spade a spade, it takes an awful lot for me to be so direct, due to Kupuna teaching (try to be understanding, and patient, etc.) Mahalo.
