If they survive the waiting list, they must also build a fully compliant house with permits, which process is perhaps unaffordable.

Would you rather have them living at the beach in a pavilion, which is for all to enjoy, and not to be used as government subsidized housing, or pay a few dollars in taxes to pay for streetlights?

I object to paying for streetlights in a vacant subdivision.
