I got nothing against business, especially when it meets a need -- but "the rules are for everyone", and County posture is that "the rules" are more important than what people want or need.
It's (not) funny how this works: cost of doing business is already higher than most other places, so let's strangle it with regulations. Some irony, too: all those people who create and enforce the rules need jobs too, even if it's not clear that their work adds any value.
Anecdote: guy opens a ramen place on Oahu, it does really well, so he seeks to expand ... in Texas. When asked "why not open on the neighbor islands", he cites cost and lead time. "It takes 6-12 months to open a restaurant here, and you have to pay rent on the space while you're waiting for inspections..."
Maybe someday we can have a real economy. Until then, lots of people will just do what they want anyway. As far as I'm concerned, County has no legitimate authority; all that remains is acceptance of liabilities created by our individual actions... not everyone is capable of this.
