They were in cahoots? Kern faded quick after introducing a bill for a baseyard in a residential zoning, which had all the appearances of being greased. It was sliding through until an elderly woman neighbor started exposing what was happening. Zendo quietly yanked the bill, then didn't like how some people were following his wife around, and it seems it was mentioned he went to do construction on the mainland. Seems like he yanked a couple other construction favor bills just before he left. He does seem to still be involved with the Shipman shopping center planning.
