The video was taken in the hospitality room at the Hawaii Congress of Planning Officials Conference.
At every workers conference I have attended, hospitality rooms are for attendees of the conference, usually hosted be an interested party & are work events (i.e., everyone there is usually there for work related contacts, not quite a private party that is social....
As this was a political conference & the room was filled with representatives & interested personnel, I feel that the correct behavior in this situation would be to behave as it was work-related. I have viewed this video a couple of times & it looks like Mayor Carvalho (mayor of the host island....one should always take ones cues from the host!) is dressed & behaving as if it was a work-related event & seems a little uncomfortable with the disruption.
That said, It should be obvious to most anyone, at this point, that Mayor Kenoi has a problem with separation of his personal and his "politically correct" professional (i.e., in Hawaii, procurement of alcohol is not within the politicians professional relm) procurement & consumption of alcohol...
