I think the problem is that anyone could meet those guidelines and end up with property in the homestead areas. Then you have a subjective test of who is actually "Hawaiian enough" decided by whom? And then the 2nd, 3rd, 4th generation might not embrace whatever is considered "Hawaiian enough" as time evolves and are they going to be evicted too?
