Call DOT and ask to see their traffic plan for the construction, including where large vehicles such as you described should be parked when not being actively used. Get the name and email address of the person you talked to, the traffic engineer who wrote the plan and also the one who is in charge of the project if they are not the same person. Take and send pictures by email with a polite letter to the engineers in charge and CC Hawaii NewsNow, Civil Beat, and the governors office.
I find when dealing with government that starting at the top always gets better results than talking to the boots on the ground guys.

I see in the above by 2 cents how he has taken some community problem and let us know of it. I also see where you have told him how to follow thru on your advice. Maybe you could do this as a community service. Sounds like you know how. I think you stated you live in HPP.
