Insurance companies can/do have some say over construction... IF they are paying for a rebuild (most rebuild settlements will insist that the structure meets all safety & access codes...
In structures as old as Luquins, from 1907, I doubt that there will be a rebuild in the same style, esp with the kitchen & propane tanks in the middle courtyard surrounded by wood buildings without fire suppression....just thinking of the liability alone, with residential units above that! I had always thought those were offices, never would have thought that would pass any occupancy code...
I do not even pretend to know what coverage there was on the Pahoa buildings, but given the total lack of fire suppression, I would not be surprised if the coverage was only partial, as insurance companies can also limit their coverage if there are not protective measures in place....
