The reason it was temporarily blocked was due to the suit brought by Washington which 16 states have joined, including Hawaii. It's possible this could be challenged to a higher court so having multiple states join the suit brings more weight to the case. Washington State proclaimed they are willing to fight the order all the way to the Supreme Court.

Out of the 60,000 rejected visas unfortunately 1,000's of valid visas were stamped permanently canceled over this executive order, some of those visas took many years for people to get.
