most likely the initial development had to put these improvements in place at the time of subdivision (I seem to remember that this is a much more recent subdivision than many of the East side subdivisions, & there are now more stringent rules & regulations in place that cover things like roads that are placed on potential Lot subdividers...), and with the CC&R & regulations that DH has, is it not surprising (Leilani Estates is a similar type subdivision on the East side). Many on island would rather not live with as many regulations & form filling as are required in some CC&R subdivisions, & DH has a list of rules, forms & notifications that must be followed:

It is easy to think that DH is without their problems if you have not done the research, however, this would also not be correct, as they are currently involved in their own legal issues:
