most likely the initial development had to put these improvements in place at the time of subdivision (I seem to remember that this is a much more recent subdivision than many of the East side subdivisions, & there are now more stringent rules & regulations in place that cover things like roads that are placed on potential Lot subdividers...), and with the CC&R & regulations that DH has, is it not surprising (Leilani Estates is a similar type subdivision on the East side). Many on island would rather not live with as many regulations & form filling as are required in some CC&R subdivisions, & DH has a list of rules, forms & notifications that must be followed:
