Using toilet tanks as planters

A toilet planter would be permit-exempt as long as it didn't include any actual "plumbing". That said, if the toilet planter were visible from the street, County would probably construe evidence of a bathroom remodel, for which you had better have your permits (and licensed contractor).

That said ... I've always thought toilet planters were trashy, until I saw one with a huge agave, it looked really cool. I have some "spare" toilets, but where do I find the agave?
