Regarding supervised release: In many jurisdictions there are stiff penalties for a 3rd party custodian that does not contact the police immediately when their charge skedaddles. This kind of release and re-offending happens daily around here, it seems. So what's the point? I never hear about custodians being held responsible.
But the judges continue to buy in to the defense strategy of "he's a good boy with a family that will keep an eye on him."
