It could safely be said that we're all missing the point.
Reality is: anywhere the helicopters fly will be "near someone's house".
The only difference is: unlike a composting facility, neither County nor State can regulate the helicopters.
Even if they could: nobody is going to interfere with "tourism revenue".
Thought experiment: if the composting facility were a tourist attraction at $250/visit, would anyone be able to stand in the way of it being built?
