I am also examining how much impact pulling crew and taking money off road maintenance for chip seal (or any other dust abatement other than good gravel roads would cost) is making toward the deterioration of the roads.
This is good news. Another necessary assessment IMHO before they sign a contract for a second phase of CS. Actually stretching the road crew thin has occurred before during the last phase of asphalt paving. To save $ our road crew was used and road and easement maint got backlogged. That was only for a few months and you could see a difference... it's been 2+ yrs for the CS project. The CS work takes the crew away from road and easement maint for weeks at a time per CS mile. I think the end result of that kind of scheduling is evident.
