Although I am sure that you didn't intend to, you make a good point glinda: why shouldn't the utility have a tiered rate structure: one rate for those who squander generation capacity and another for those of us who take an occasional sip? Why should I have to pay to support tens of millions of dollars worth of capacity that I don't ever use? Likewise, why should Granny Grumpass have to pay the same rate for access to the internet, so that she can occasionally trade emails with the grandkids, as Willy W*nker who spends half his life playing online video games? or our local Sammer Spammer who sends out terabytes of garbage emails on a daily basis?
Just to be clear, I don't have near enough information to have an (informed) opinion on this issue - but anytime I get barraged with anguished claims of unfairness over policy issues, my bullsh*t detector goes into overload...
