I'm sure there's some truth to your sarcastic comment with HPD as it is with most every Dept. Unfortunately it is unrealistic for police to provide the training and professionalism most people expect now days due to the prohibitive cost of the extensive training that would be required. It really would cost a bunch. You the tax payer wouldn't be willing to pay for it. The basic academy programs now days spend the majority of their training time on liability, cultural sensitivity and etc. type issues. Relatively little time is spent on actual tactics. And yes, many officers don't have much more than an A.A. at best. You basically have your average citizens out there with guns and badges trying to do their best with really not much training. Most really are trying their best. You just hope those that have been at it long enough to have gained experience will show up on the hotter calls, and hope they don't quit or retire too soon to pass on their knowledge to the rookies.
It's an imperfect system but it's reality. What you see on TV shows isn't real life.
