Sounds like a nice idea, but unrealistic if you think about the long run scenario, e.g.:
Someone has insurance on their gun.
A. they go crazy anyway for whatever reason and shoot and kills people
B. someone steals their gun and shoot and kills people
Either way the pay out for such an event would be enormous, no one will be able or willing to be liable for such events - also translating to the cost of coverage being unrealistically high for your average gun owner (not a multi millionaire).
