Automatic and select-fire (3 round burst) assault rifles are already banned. There are some exemptions from before the prior ban, but you must have special permits and they are quite difficult and costly to maintain. I have not heard of a real assault rifle used in a crime in a long time. They are very expensive to own.

Many hunting rifles use more powerful rounds than what you are calling an assault rifle.
