Gun Control Proposal for Hawaii

Maybe the gun enthusiasts here can suggest what sort of language should go into a law here in Hawaii that would have the desired effect, i.e. lets people have guns for hunting, target practice and "self defence" but makes it difficult if not impossible for some loser to kill 17 people in 4 minutes with a single weapon.
