Easy. Ban modern firearms. A flintlock musket is perfectly adequate for hunting pigs, right?
Actually I know of several bow hunters.
But more to the point, the notion to "ban firearms" brings up an interesting idea. Instead of banning firearms, they are protected by the constitution after all, how about banning ammunition? Ok, not banning, but as with the idea of allowing the insurance industry to identify and put a realistic price on the liability involved, how about putting a price on each type of ammunition? A surcharge that is directly tied to the cost that each type of ammo levies upon society.
Not knowing all that much about it, caliber of ammo for each weapon etc., I still figure there are distinctions that a statistical analysis could use to define a surcharge that would make bullets for a killer's weapon of choice cost prohibited. Yes, I know, it's as easy as pie to make bullets at home or smuggle bullets from wherever, but that applies to the guns as well. I think the point is to make our live's safer and that's going to take a change in attitude and behavior plus the time to actually outgrow the current norms.
Anything we can do to lower the numbers, to discourage those that would engage in this kind of behavior from doing so, is well worth it. Even if it infringes on someone suppose constitutional rights. Which considering that the 2 Amendment starts with the phase "A well regulated Militia," I believe our founders never intended the broad definition as it is applied in society today.
I wouldn't suggest this to be an alternative to Rob's insurance based proposal, but rather in an addition.
