Honolulu leaked 8.7 million gallons of sewage into the ocean a few weeks ago. It would take a whole lot of cesspools a long, long time to add up to that amount of effluent. And cesspools have some amount of filtration, not direct runoff pouring into the sea. Maybe it would be easier to fix one giant problem, rather than thousands of smaller problems?
