" Rule 4: When taking a left turn at a Left Turn Yield on Green intersection, pull INTO the intersection and then turn after all oncoming traffic has passed. (allows more cars to turn left)"
You'll notice this most often during rush hour on intersections with lights but not green arrows, usually a senior citizen who can barely see over the wheel, does not pull up when taking a left and furthermore, when the aloha comes out from the driver in the opposite directions, giving a hand signal or flashing headlights does no good and the left turner does not accept the aloha, just sits there blinking.
