You kidding, right? Some of the roads actually are just tire tracks there and there are many many many properties where neither power nor telephone service are available. I attende one Homeowners Association Meetings a few years ago, most people do not want paved roads there, they are happy living with what they have. Bulldozing there will be very expensive if your lot is in the "boonies" and not easily accessible since the truck carrying the bulldozer will not be able to get there. If you decide to build make sure you will be staying there during construction, the walls of my friend's house just disappeared during construction one day.
