When we first moved here to Hawaiian Shores Rec in November 2005, I called Time Warner Oceanic to see about getting the cable / TV package you mentioned. They took my address and then told me 1) the nearest person who has cable is 3/10th of a mile away, and 2) they would have to do a survey at least a month later to give me an estimate on how much it would cost to trench a new line to my house. I told them it looked like the house was wired for cable, and finally got them to just send someone out to take a look. Turns out there was cable to the house already installed, they just "didn't know that". ** a little plus here for the benefits of reliable computerized maintenance systems **
Anyway, just saying that Time Warner doesn't always seem to know what's going on with their own stuff or know where their own cable is. Around here in most places it seems, the cable line is strung overhead from the same set of lines as the overhead power. So just look around, or get someone else to look around a particular neighborhood and see who else has cable...
As for the service and performance of Oceanic Time Warner cable, it has gone down for a few minutes here and there, but overall has been VERY fast (up to 5 Mbits / second download) and reliable.
