As I understand it, Hawaii does have a stand your ground Law of your home to prevent death, serious physical injury, and rape. Home invasion is a violent crime and you have the Constitutional right to protect your property and life. That is one of the reasons why there is the Second Amendment and also why the courts ruled police have no Constitutional obligation to protect others property and life. My post is slightly off topic for it goes outside the scope of evacuations and looting, but I wouldn’t say it is not helpful.
In regards to looting in evacuated areas, there is not much that can be done.
