Ineptness in State & County government

The primary election is by party, but not the general election. I think the reason is in cases where one party has a strong candidate, voters don't jump party lines in the primary and vote for the weakest opposition candidate.


Why is it not okay for voters to jump party lines?

Okay, I guess I just never understood
