The next trick in their book will be to wait the maximum number of days and tell you the information you seek is confidential. At that point you turn to the Hawaii Office of Information Practices (OIP) and make a complaint. That takes more time... but OIP can instruct the county to provide the information.
Assume the best and ask questions.
