I agree.
That was a very poor decision on the part of the board.
I did not follow it very closely because it was rescinded very quickly as soon as they saw it was vehemently opposed by a large number of owners.
Plus, there were legal issues brought up that also made it a very poor choice.
I do not know who was the originator of the idea, but until I am provided with more information, my suspicion is that another, to be unnamed board member, was responsible for bringing the idea up in an overzealous attempt to enforce CC&Rs.
Additionally, I'm not sure it ever went beyond the consideration stage.
As far as I'm concerned, the problem was resolved in a timely responsible manner by a board willing to correct a mistake.
