Well TomK - back in the 1970s and early 80s - the resorts kona side had top priority and still do.
East side - Hilo town n MK are lower priority.
Hawaii the Island has always been 50 years behind the times and this will never change.
Oahu - the postage stamp darling of this state has 100 year old pipes for sewage and water island wide.Home of the water main breaks.

Buy a gen set Tom - so you always have power at home .
Last week a 5 hour black out happened in Hilo .
At night.But food Basket cold storage got too warm and all ( many Tonnes ) had to be given to the pig farmers and landfill.
All the while kona resorts never had power outage.
Same doo doo - different day
