The Generalissimo better have a big checkbook for all the property value he is destroying. And the litigation he'll be forcing to discover just what the Takings clause of the Constitution means in the 21st century. Then again, his political affiliation holds little regard for any Constitution anyway. And Puna's representative doesn't likely believe US law is valid on the island anyway.
All this means is that the most of the construction will end up un-permitted. Nothing new for Puna.
