Obie hit the nail on the head. My multiple lengthy observations of these crews have taught me that they are experts in wasting time. Here's how it goes: They arrive at the site and sit in the truck on their cell phones for 10-15 minutes. Then they do an elaborate and not too energetic set-up routine with the cones, etc. Then they get back in the truck for more phone time. Then one goes up in the bucket to very slowly survey the work to be done while the others, you guessed it, are on their phones. Then they finally send somebody up to cut about a third of the foliage that would actually do some real good. To be fair, they usually do not take a phone break before chipping the small amount of branches they cut, but once the chipping is done, a phone break occurs. Then they drive to the next spot and the whole process repeats.

So if you ever wonder why we have so many power outages, there's one reason. And yes, I have nothing better to do.
