Wholesale has to be 10 cents or less because many areas of the country have 10 to 15 cent rates to the consumer.

this is another we're (Helco) gonna use ya...from the article "the utility said part of the increase would be used to fund grid modernization efforts," Homeowner pv systems are limited/discouraged one could say because of grid not being able to handle the excess generation so,,,Helco upgrages grid thur increase and then builds it's own HUGE solar farm..what a sweet deal?
