I was reading through the regulations today, and was interested to see the relatively limited (at least compared to California) number of health issues for which a medical recommendation can be given. Also, for the out-of-state reciprocity, the way I read things was that you could apply and cite your out-of-state recommendation to PERHAPS get a recommendation here, with any reciprocal licenses being valid for only 60 days. My guess (and it's only a guess) is that you couldn't use an out-of-state recommendation based on a medical issue that doesn't fall under Hawaii's guidelines, because in such a case out-of-state residents would ironically have an easier time getting to the dispensary.
