Yes you're right. From the article listed in the OP:

That's 5 cents per gallon. If my neighbor drives to Hilo it's a 40 mile round trip. At 15 MPG it takes about 2.67 gallons of gas. The additional tax of 5 cents per gallon would be 13 cents. I don't think I'll hear him complain about it.
He's retired, but even for people who have to drive from HPP to Hilo for work, five days a week, it's a total of 65 cents. Per week. If your car gets 20 or 25 MPG, the extra tax would cost 50 cents at 20 MPG, or 40 cents at 25 MPG for 5 round trips to Hilo each week. That's one or two inches of beer in the bottom of a glass at a bar.

I was referring more to the additional rise in prices for delivered goods (per the neighbor reference). It will be far more than few inches in pint glass.
