Barking dogs

"We have recently moved to HPP. Our neighbor has 4 dogs chained to tiny dog houses in front of their house. Two months ago, our neighbor acquired two more dogs which they keep in a cage at the back of the house".....

I'd take this as a hint to the kind of person I would be dealing with . Offering a Fruit basket does not come to my mind. I would talk to the other neighbors first.
