Yes it would very likely go off with a ramming. Probably not with a PIT maneuver. I've set off several air bags. Yes, that can be distracting. Not as distracting as the bull taking out the windshield, the tree or the deer that took out the front end. If you intentionally and violently ram another vehicle it would be with the anticipation and confidence that that act would terminate the pursuit. It would also very likely be considered an act of deadly force so it would have to be a situation where deadly force was justified. Not so with a PIT maneuver as it's not considered a crash or ramming, although a PIT gone bad can end up that way. While you train for PITs with the intention of NOT causing vehicle damage, in real life there is almost always bumper of quarter panel damage.
