There are pros and cons in the subsidized/private VS fleet argument but I don't think Fleet will save money. IMHO, the best argument for private is that the officers do have a personal interest in taking care of the vehicles. Yes, that will make them less willing to engage in activities that may be good tactics at the time, although vehicle damaging. Another option that helps officers care about the vehicle is officer assigned take home vehicles. They will care because they live in it. Those that take poor care of vehicles can be assigned crappier vehicles as an incentive to take better care in the future. When agencies hot seat cars nobody has an interest in looking after the vehicles and they end up having the crap driven out of them and need replacement every year. There is no one perfect solution. Pick your poison.
