I'm not 100% sure but I think you still have to go through the permit process and apply for TAT license and get a zoning exception. The only thing living on the rental does for you is allow you to get those two things. I think you also still need to fit the criteria of operating legally prior to the cut off date and have paid a cycle of TAT/GET on the rental already.
It's past the deadline now, so I think you're too late, but I could be wrong. If you don't have a TAT now, you're already illegal.
