MarkD, it is my understanding that there are both empty shelter beds available, as well as county-sanctioned locations for hamping (homeless camping), if these people "choose" to occupy them. They "prefer" not to.
They are in violation of multiple laws and codes that the community, for better or worse, agreed, for reasons of safety, sanitation, economic stability, etc., that it was in the best interest of the larger community to follow. We seem to now be in an era where individuals can "choose" which laws/rules they are going to abide by, and our (spineless) community "leaders" can "choose" which laws/rules are going to be enforced and against whom they will be enforced (it's increasingly clear that some of us are more special than others of us where enforcement is concerned).
I think that this can legitimately be termed anarchy (noun: anarchy a state of disorder due to absence or nonrecognition of authority...) and I personally don't expect a good outcome (for the broader community) from this trend.
