Contra Flow on Highway 130 schedule

When turning right onto the highway from Kaloli I noticed the shoulder lane was not being used. I thought this was supposed be where the second lane was to begin so people could take a right without waiting for traffic to clear like they used to do on Shower. Or maybe nobody was using it because they thought they weren't supposed to?
