The surgeon general is a political appointee, nothing more. He does not want masks diverted from healthcare workers because the government failed to prepare for the pandemic by stockpiling enough masks ahead of the crisis. They also do not want people wearing masks in public because it's a visible reminder of the government's failure and it may create a panic that leads to looting and social disorder that could be more harmful than the virus itself.
