visitors to Hawaii, who are flagged for not having lodging, are given a choice to prove that they have found a place to stay or leave

May actually qualify for the strongest state border restriction if they are able to force those without lodging to return.

All other instances of locking down the borders, like Connecticut's stopping cars with NY plates at the border, were quickly rescinded.
