Septic tanks - permits

Anyone in the know on the actual construction/installation? I have "heard" it needs to be a licensed septic installer. However, I'm also aware that the materials are all available in Hilo, and there are plenty of people who will dig a hole for you. Is this plan doable:

1. Pay engineer to design system and pull permit.
2. Buy a septic tank and drainfield materials myself
3. Pay "a guy" to dig the hole.
4. Install the septic tank and drainfield myself (done it before on mainland).
5. Get it inspected and signed off by (I'm assuming) a county inspector?

More to the point, do I need to get the signature of a "certified installer" on the paperwork at some stage?
