Here's a Management Plan that would allow for opening the phenomenal black sand beaches at Kapoho to the public: Restore the 600 feet of road smothered by the lava; install a port-a-potty and solar-operated emergency call box down by the lighthouse; and, put a sign near the beach warning about the dangerous currents.
How many more task force meetings will it take before Ashley figures this out?
