Lawmakers drinking at the capitol, getting police tip-offs

So aside from the issues focused on in the article, is it acceptable for state legislators to get drunk in State Capitol conference rooms and for the police to tip-off the drunks when a complaint is called in?

Seems like ethical issues all around on this one...
