Any typical home owner insurance policy will have some form of personal liability coverage built into the policy that can also be increased with the addition of an umbrella policy. Same with auto insurance policies. 

However, a strict personal liability only insurance policy does not cover your home burning down or theft or a tree toppling into it. 
Again, the home is in Lava Zone 2, and finding a normal homeowner policy that includes (what 99% of people consider) personal liability insurance is the challenge in 2024. I did not try one of the big companies (Allstate), but most other insurance agents either cannot find an underwriter, or do not wish to be bothered with adding such a rider. We have a part Labrador dog who is gentle, but why not get PLI in case a pit bull owner decides to sic their dog on ours, triggering our dog to enter a defensive posture to protect her owner?
I am happy that most pre-2024 Lava Zone 1 and 2 homeowners seem to have a PLI policy with high limits (it is inexpensive), but it took me a long time to find two agencies, Noguchi & Associates and Hawaiian Island Insurance that could generate a quote with all the important boxes in the Acord form, Coverages and Limits of Liability, filled out. Next year, 2025, I expect the total quote to be much higher than the $6000+ premium we have to pay this year.

Barney is a lovable dog. Hope he can meet ours one day.
